Introduction
This multi-measure decarbonisation project for Wychavon District Council was to be supported by the Social Housing Decarbonation Fund (SHDF). As such, it had to be delivered by a Trustmark approved contractor, in line with the requirements of PAS 2030 and PAS 2035. This would include property-by-property assessments and design adaptations for all 34 of the occupied properties covered by the scheme.
SBS was selected on the basis of its experience of advising on – and successfully delivering – multi-measure energy efficiency schemes in line with the new PAS standards.
Part of the project focused on a number of bungalows in Uttoxeter, managed by the social housing provider Trent & Dove. Another entailed making improvements to flats in Birmingham, owned by the Trident Group housing association.
The project
Recognising our experience of delivering previous PAS-compliant schemes, the client asked us to select Retrofit Assessors and Retrofit Designer from our established network of certificated Retrofit Providers. The work therefore included coordinating efforts with the various independent Retrofit Designers, Assessors and Coordinators chosen to support the project.
Decarbonisation measures included the installation of:
- Solid wall insulation – internal and external
- Replacement doors and windows
- Loft insulation
- Positive input ventilation
- Energy efficient lighting
The external wall insulation system was designed and supplied by PermaRock Products Limited, which also provided technical support.
Other measures were installed by PAS/MCS-certificated specialists from our list of approved supply chain partners. Associated works included adaptations and enabling works, asbestos removal and the insulation of loft hatches.
Results
The work was delivered on schedule and in line with all relevant PAS standards. Progress was excellent and, while work was ongoing, we staff welcomed representatives of BEIS, TrustMark and other agencies to the Vicarage Road site in Stramshall, to inspect progress.
Also present on the day were representatives of the estate and lettings agent Savills, who reported that the scheme had been attracting widespread praise. The company noted that the consumer advice organisation Act On Energy had been in regular contact with Trent & Dove tenants over the last few weeks, and that their feedback had been overwhelmingly positive.
